After searching on 'canon' at jmsnews, I have learned the following:

1) To Dream in the City of Sorrows is 100% canon.
2) The Shadow Within is 90% canon
3) All of the Del-Rey novels (11 of them) are canon in "broad
strokes," as they are based on outlines by JMS (10 pages each for the
psi-corps ones)
4) JMS didn't just "toss the outline over the wall"; he was also
involved to some degree in fleshing out the details with the author.
5) The techno-mage trilogy was as yet unwritten when JMS declared The
Shadow Within to be 90% canon.

Also, I can't find it anywhere, but I seem to recall a post by JMS
stating that concerning the Del-Rey novels, the events described in
them can be viewed as having "happened", unless it is ever
contradicted by something that is filmed and released.  As I am unable
to verify this, however, it should be taken with a grain of salt.  I
have based my conclusions below only on  the preceding (verified)
facts.


Based on these facts, here are my conclusions:

1) Since Jeane Cavelos was the author of The Shadow Within, it is
likely that her subsequent novels (the techno-mage trilogy) live up to
a similar level of canonicity (like my new word?)
2) Concerning the spoiler that you mentioned, that particular detail
is one on which the entire story of the trilogy hangs.  Take it away
and you got nothin'. I would certainly qualify it as a "broad stroke."
3) JMS has also said that if it airs, it's canon.  Galen's flashback
in the Crusade episode with the forgiving alien jives perfectly with
the novels, lending credibility to them.

4) Based on the preceding conclusions, the answer to your question is
"yes, it is canonical that techno-mage technology is shadow-tech."

But, (MORE SPOILERS) remember that before the end of the shadow war,
Galen achieved unity with his tech, which not only made him the most
powerful mage ever, it removed the influence of the shadow
programming, so that he was no longer dealing with the constant
internal struggle against wanton destruction.  Any emotions after that
point are his own, without the tech prodding him toward hostility.
Oh, and he can fly a shadow ship and still be the same after the
experience.  Way too cool.

(I'm going to ignore the possibility that the whole "unity with the
tech" thing is part of the non-canonical 10%)
