That is a chronic problem, which can be alleviated by paying attention to the
stores you shop at.  When I was younger, I found that a certain (moderately
expensive) store had dresses which often fitted me well.  Several stores with
lower-priced clothing, I discovered, had dresses that if they were my size in
the bust, in the hips, they would be about right for a ten-year-old.  Likewise,
of course, a dress with adequate sizing in the hips would have a top that was
Texas-sized.  And if you sew, you need to pay attention to the brand of pattern
you buy, because there are differences among them in how they render sizes.

Agreed!  I buy elastic-waist slacks so I don't have to worry about whether or
where there are buttons or zippers.  Sweaters and sweatshirts for the winter.
For summer, I still have shirts, but I get annoyed when it's one of the buttons
I use that falls off, and not one of the extra buttons sewn on the hem.
