I take it that by LT2 you mean 2nd LT (or Ensign).  It certainly is
still very much in use.  That chart does say that WO1 is no longer in
use *in the Navy*, and those who are given a warrant officer rank would
normally start at CWO2.

Pay and rank are two very different things.  You seem to be confusing
them.

Yes, when they have between 4 and 6 years of service.

That is the pay for an E6 who has 18 years or more of service.  And no,
not xxCarol's final pay grade -- she retired as an E8.  I don't know how
many years of service she had, but that would enter into setting her
final pay, which would have been $5000/mo more or less.

Also after 20 years of service.  Finding someone in pay grade WO1 with
20 years service would be pretty rare.  They normally would have moved
up at least a rank or two.

The bottom line is that we were talking about rank -- not pay.  A 2nd LT
or Ensign shave-tail out ranks all enlisted.  However, they would be
wise not to attempt to pull rank on the senior enlisted non-coms in
their command.
