Years ago I taught some courses in broadcast law....and virtually everything we
discussed revolved around PICON (Public Interest Convenience or Necessity).
That was the golden rule for the hearing examiners, legislative law judges and
The Commissioners.

I've been trying to spread that message to hams for the 40 plus years that I've
had my ticket....and in most instances it's either ignored, or even worse
argued with...with the "hobby" and "contests" as justification for the
spectrum.

Interesting...some years ago, way before ARRL got into the grants, etc., part
of my job was emcom....and in the job I had two groups of volunteers....ham
radio operators and citizen band operators.  The CB folks were the most
valuable asset of the two groups...apparently they felt a need to provide a
service.  We had weekly comm drills...and monthly exercises...and provided
communications for various public events.

Meanwhile, the ham group was not interested in any real exercises.  And so when
the governmental agency had a lot of excess VHF mobiles and base stations, set
up a program to equip the CB group with those.

Some of the hams complained that the radios were old, weren't multi-channel,
etc.
