I understand the delay after the fact (although since the hit was PREDICTED
they should have started getting ready ahead of time).  I even understand not
preparing for a cat 5 storm, since they are so rare.  But I think some kind of
mass transportation could have been organized to get at least some of the other
20% of the population out of town.
