You are being very logical.

I guess the first thing is that the "mandatory" part of a mandatory evacuation
apparently isn't enforced.   <sigh>

BBC is used to how things go in Britain, which is physically tiny compared to
us -- I bet the disaster area alone is greater in size than the whole England.

But yes, it was definitely not handled properly.

Shipping residents out in the vehicles in which the troops arrived?  WAY too
logical.
