MEMORANDUM OPINION FOR THE COUNSEL TO THE PRESIDENT

           This is to provide you with our analysis of whether the President,
acting without specific statutory authorization, lawfully may introduce United
States ground troops into Bosnia and Herzegovina ("Bosnia") to help the North
Atlantic Treaty Organization ("NATO") ensure compliance with the recently
negotiated peace agreement. We believe that the President may act unilaterally
in the circumstances here.
