But I was talking about the theory and regulation exams....by eliminating them
then the ranks of ham radio would swell, and the ARRL could have more members.

It's not happening yet....and the sailboat radio folks are using ham
frequencies to avoid paying for marine radio services.  One of the well known
training companies conducts weekend sessions where in 48 hours one can take the
test and become a Ham.

If you can spoon feed information to folks in a weekend and teach to the test,
your standards aren't very high.
