You may well be correct. It certainly makes sense.

I've been through the no code/know code arguments and all the nonsense on
forums like qrz.com and eham.com and I'm tired of it. There is no sense in
arguing over trivia. Amateur Radio is a hobby (yes it's a service according
to the FCC) and we all come into it voluntarily. I'm for getting on the
radio and having fun, not arguing about silly things.
