Don't get insulted...but what happened in New Orleans shouldn't be viewed as a
model or example for much.  If the local folks had have prepared and acted
accordingly, a lot of the problems would be different in nature.

As far back as 40 years ago we planned for, funded and regulrary practiced for
situations where the "normal" comms stuff was down and out....and we were able
to provide VHF communications covering a rather large area....

Being unprepared to deal with things on a local basis isn;t justification for
doing local things long haul.

Your local and state governments shoud have backup communications in
place....and not wait for a ham to show up.....that's their job, that's why
they collect taxes....now if the primary and the backup systems fail, then I
think Ham radio has a need to fill.

I guess....I think that the government needs to fulfill it's
responsibities...and we can see that when they don't, various groups are
willing to justify themselves and/or their grants by releiving the government
of its responsibitiies.

We had no problem finding volunteers who would be trained....they just weren't
hams (g).
