   You said Kyoto would be in place and that they could eventually be 
addressed. But unless you are going to invade China, India, et al. their 
agreeing to anything would be voluntary since there is not a single word 
in Kyoto that requires them to.  No mechanism to make them, that by 
definition says that they have to volunteer to sign something against 
their best interests.

        I have no trouble with that. But by the same token, I still 
think that when the fellow next door gets to factory farm size, he then 
be held to factory farm zoning and emmission regulations....
