It's the clever new system of television programming, marketing, and
economics, made possible by the flattening of media availability (many more
channels to watch than material available to fill them), and the
introduction of the DVD.

This allows for the entire BSG saga to date to be re-aired as a "special
event" prior to the new season, and just before the release of (and as a
giant promo for) the Season 3 DVD set.
