IIRC, Gene Coon was also gone by then.  I tend to credit Coon for Classic 
Trek's success once Roddenberry got the show moving.

Would it not be said what TNG Season 1 was the one where Roddenberry had the 
greatest control?  It contends with Season 7 for title of "worst season of 
TNG".  For that matter "worst season of any Franchise show" though there may 
be a nominee from Voyager's run to make it a three-way fight.  Roddenberry 
was also responsible for Wesley Crusher's massively excessive, annoying 
constant lionization, which caused Wil Wheaton to threaten to quit if it 
didn't stop (death threats against family members tend to have this effect). 
TNG gets better on average as Roddenberry's illness eases him out of day to 
day control.

The problem came with Roddenberry's successor, Rick Berman, who somehow 
decided that Trek rose and set in the narrow contraints of Roddenberry's 
"vision" (best expressed in TNG's first season, remember), resulting in the 
hackneyed, repetitive and shallow follow-on Treks in the Franchise, save for 
the second half of DS9's run, when Berman was distracted by producing 
Voyager.  DS9's first half was standard blah-trek.  And reverts to blah-trek 
for any non-wartime plotline.
