Robin didn't say she did.

Yes, she does. Problem is, when somebody has an unrequited crush on you,
there really isn't much you can do to help them apart from not being a
tease. Delenn clearly cares a lot for Lennier, it pains her to see him
that way and she wants to help. She doesn't handle being helpless well,
and really, who does? So, as Robin said, she tries to show him she
cares. Of course, this and especially the way she does it, not only
doesn't help at all, but makes things worse, but that doesn't change
that the way I interpret the show, her feelings for Lennier are purely
platonic.

P.S. Been there, done that, got the T-shirt - at least in regard to
Delenn's feelings if not her actions.
