Well...

1. I don't know that we're told specifically... I believe Earthforce's 
development of Shadow tech was reverse-engineered from Shadow vessels 
recovered from Mars and/or other colonies. There quite possibly was some 
"unseen" Shadow influence on development through Morden and "Bureau 13", 
but nothing direct - someone of Clark's megalomanic mentality would 
hardly feel the need to accept any alien help.

2. Regular Earthforce personnel loyal to Clark, and quite probably 
officers hand-picked by Clark's supporters.

3. I doubt it.  These aren't all-new ship designs, these are just 
existing designs retrofitted with reverse-engineered Shadow organic tech.

4. We never actually see that the Shadows OR Vorlons use artificial 
gravity - no doubt, they know HOW to do it, but they likely wouldn't 
have any real USE for it.  Consider: the Vorlons are an "energy" 
life-form, and to some degree "meld" with their organic ships, so they 
have no need of it.  Shadow vessels are somewhat "alive" as well, and 
while I don't know that we're ever shown or told how the "spider" Shadow 
creatures travel in these ships, we do learn in the books that the human 
"CPUs" the ships use are "melded" in... so again, there's no need for 
the technology.  Even assuming that the Shadows do have the technology, 
it doesn't mean Earthforce was able to reverse-engineer it from the 
Shadow tech they had available.
