Automatic packet rename        Yes

 Automatic Packet Rename
 -----------------------

 Setting this option to YES will cause the reader to rename a mail packet
 automatically after you open and then close it.

 For example, suppose you are reading a mail packet called FOOBAR.QWK.  When
 you close the mail packet, the reader would rename the packet to FOOBAR.001,
 FOOBAR.002, or some other 3-digit extension number.  The reader determines
 the extension number to use by finding the last three-digit extension used
 for mail packets from FOOBAR and incrementing it by one.  (If you had mail
 packets named FOOBAR.003, FOOBAR.007, and FOOBAR.623 in your download
 directory, and you were closing a mail packet named FOOBAR.QWK, the reader
 would rename FOOBAR.QWK to FOOBAR.624.)

 It is recommended that this option be set to YES, especially if you use
 QWK-style mail packets on a regular basis.  Doing so will cause the file to
 be renamed, and a download the next day will not cause your old mail packets
 to be overwritten due to file name conflicts.

The BWREPFIX program recognizes the difference between a reply and 
message packet. 
It will process a reply packet before passing it to the compression 
program. 
The message packet will be passed directly to the compression program. 

All the %# represent the files. 
This is why all drive:\directory structures should be spelled out 
completely in the setup/config section. 

It could be that BWPACK.BAT lost track of what it was supposed to do.
