"Responsible" pet owners get their moggies microchipped - "responsible"
parents will get their children chipped, so they can get their approved
school lunches, without the embarrassment of being on the "free list",
or check out library books, or log onto their computers without getting
access to nasty porn sites, or board the school bus so the driver will
know they got off at the right stop etc etc. There will be so many
"advantages" to the chip that no responsible adult or child will want
to leave home without it. Unlike a mastercard or passport, you won't
normally have to worry about losing it. (However, it might be a bit
harder for a forged chip to be found at the base of a building that
has been hit by a "hijacked" jet)

Well, that will be the "selling point". The sad reality is that so much
of the infrastructure has been destroyed that people will die of post-
disaster disease / starvation / dehydration because there is no effective
transport link left to the site. Chips probably wouldn't make a lot of
difference when a town & its people have been almost totally destroyed.

It wouldn't be necessary. In places without the infrastructure, such as
Papua, much of Africa etc, without telecomms & internet, trading with
an RFID chip wouldn't mean a lot, but in modern societies such as here,
it could be used for access (or barring) to all sorts of goods and
services. He who controls the access or barring gets to make the rules.
