It certainly seems so doesn't it? California gets a large part of it's
water supplies from the Colorado River system in Arizona...unlike your
situation our National gov't supercedes the state governments powers and
the Californians get access to the waters of Arizona, even to the detriment
of the citizens of Arizona.

A very interesting proposition....and one that may be very viable. I'd be
interested in hearing more about it when it becomes more of a reality!
