At my last duty station, we had one that was way over fat.  He was in
the 30s range.  He had foot problems and had surgery to kill the nerves
in his feet.  That then puts him in the category of needing medical
approval to continue on active duty.  He was an excellent technician
with computers, but not so good at soldiering.

Army body fat standards vary by age and gender.  male BF standards vary
from 20-26%.  I don't recall female BF standards, but they were allowed
a much higher percentage.  Weight is what triggers the need to measure.
What you state for Navy is the same for Army.  Exceeding the
weight/height screening table is one way that a Soldier can be required
to be taped for BF.  The other is appearance.  If the Commander thinks a
person looks fat in uniform, he/she can require that person to be taped.

I don't have the stats for here.  When I was a First Sergeant (1SG), I
had to maintain the statistics for my company.  Unfortunately, we had
more people than I would have liked on that program.  Some were nice
kids, but they couldn't seem to practice any form of self-denial.

Army regulations state that a person on weight control can be
transferred as the flag is transferrable.  That person cannot be
promoted or reenlist though.  The latest with the Army seems to be to
keep them in until they separate at the end of their enlistment.  The
thinking seems to be to get the benefit of their training out of them.
In technical fields, sometimes one can eat his/her way out of the Army
and into a better paying civilian job.  Separating them early only
facilitates this.

Among Soldiers, .5-3% over body fat is the normal starting point when
they get flagged. Ones like the person I described above are the
exception.

If some of them would take the simple step of eating more whole grains
and not the highly refined starches, it would help.

MMMMM----- Recipe via Meal-Master (tm) v8.04

      Title: Brown Rice Pilaf
 Categories: Vegetarian, Low-cal
      Yield: 12 servings

    3/4 c  Wild rice, uncooked
      3 c  Vegetable broth
    3/4 c  Long-grain brown rice,
           -uncooked
    3/4 ts Salt
      1 ts Vegetable oil
    3/4 c  Sliced fresh mushrooms
    1/2 c  Chopped red pepper
    1/2 c  Chopped yellow pepper
    1/4 c  Thinly sliced carrot
    1/4 ts Curry powder
    1/4 ts Black pepper
    1/8 ts Ground cumin
      2 cl Garlic, minced

  Rinse wild rice in 3 changes of hot water; drain and set aside.  Bring
  vegetable broth to a boil in a saucepan; stir in wild and brown rices
  and salt.  Cover, reduce heat, and simmer 55 minutes or until tender
  and liquid is absorbed; set aside.  Lightly coat heat until hot.  Add
  mushrooms and next 7 ingredients; saute' 2 minutes or until
  crisp-tender. Add to rice mixuture; toss gently.  Serve warm. Origin:
