I think you might have slipped a decimal point there.  A 900 Watt
m/wave takes about 1.6 kW, and probably about 1.2 kW at half power, so
for 25 minutes at half power it would use 1.2 x 25/60 = 0.5 kWh.  At my
rate of 16cents per kWh, that is only 8 cents.

My rice cooker has a rating of 700 Watt, and with a 2-cup load of rice
runs at that level for about 15 minutes, before switching to a lower
level, estimated at 100 Watt or less.  If left on for a half hour, it
would consume (0.7 x 15/60) + (0.1 x 15/60) = 0.2 kWh.  Say, 3.2 cents.

Like xxcarol, I prefer the gluggy, medium grain stuff for general
consumption, as I like its flavour better, it absorbs soup or sauce
better and it is easier to pick up with chopsticks.

I use my rice cooker more than just about anything in the kitchen, but
my convection microwave is nearly as useful.

      Title: CHOCOLATE PORRIDGE - CHAMPORRADO
 Categories: Breakfast, Snacks, Desserts, Filipino, Asia-se
      Yield: 4 servings
 
      1 c  Rice; uncooked
    1/2 c  Milk- sweetened condensed
      3 pk Instant cocoa mix
      2 tb Sugar
      1 ts Sp- cinnamon, ground
      1 c  Milk
 
  This is served for ALMUSAL [breakfast] or eaten later in the day as a
  snack.
  
  If using a rice cooker, add the rice & 1 1/4c water. Follow the rice
  cooker's directions. Once the rice begins to boil, add the condensed
  milk, cocoa mix [eg. Carnation, or Swiss Miss], sugar, & 1/2ts
  cinnamon. Stir constantly to prevent rice from sticking to the bottom
  of the pot. If necessary, add another tablespoon of water.
  
  If steaming the rice, bring the rice & 1 1/4c water to a boil in a
  pot. Lower the heat & simmer for 25 minutes. Once the rice begins to
  boil, add the condensed milk, cocoa mix [eg. Carnation, or Swiss
  Miss], sugar, & 1/2ts cinnamon. Stir constantly to prevent rice from
  sticking to the bottom of the pot. If necessary, add another
  tablespoon of water. Remove from the heat & allow to steam for 10
  minutes.
  
  Serve with fresh milk, if desired, additional sugar, & a sprinkling of
  cinnamon.
