I know it is easily done, but you are confusing me.  Here, what is sold
as a hot dog is a frankfurt - ie a pale orange coloured sausage, with a

boiled, put into a long bread roll, slathered with mustard and/or dead
'orse, and eaten while hot.  Is a chili dog a variation of this kind of
hot dog, with a skin, or some quite different, skinless animal?

Firstly, how do you pronounce the name?  (Just in case somebody asks me
if I want one.)  As it appears to be of Germanic origin, do you use the
original pronunciation, "vy"-ner, or do you Pommify it into "we"-ner?

By that, I gather you mean high-fat, finely minced beef - no skin.

 JW> 3 TB margarine
 JW> 1 sm onion, chopped
 JW> 1 TB garlic powder
 JW> 1 1/2 TB chili powder

That is the mixture of spices, including chili, I presume?

 JW> 1 1/2 TB allspice
 JW> 1 TB salt
 JW> 1 pn black pepper
 JW> 1 c  water

 JW> Lightly brown half of the chopped onion in butter. Add hamburger and
 JW> stir until the hamburger loosens into small pieces. Add rest of
 JW> spices  Simmer on very low heat for at least 2 hours.

No mention of the water but I suppose you add that then, for simmering?

 JW> Now it's time to build the weiner. The sequence is important!
 JW> Put cooked weiner in bun.

No mention of the "bun", or bread roll.  What sort, and how big?  As
you say this recipe makes 4 serves, I would expect it to be large.

 JW> Put mustard on weiner.
 JW> Put sauce on mustard.

What sauce?  Tomato, or (to return to top of page) chili?

 JW> Put raw chopped onions on mustard.
 JW> Sprinkle celery salt on top of onions.

It all adds up to what could be a satisfying lunchtime meal.

Something else to add to your collection of street foods:

      Title: (SBS) Dosai
 Categories: Indian, Beans, Rice, Pancakes
      Yield: 1 Batch
 
      3    Parts medium to coarse rice
           Flour
      1    Part urad dhal (split black
           Lentils)
           Water
           Salt
           Vegetable oil or ghee
 
  Soak the rice flour for 2 to 3 hours adding just enough cold water to
  cover it. Wash and cover the split black lentils for 2 to 3 hours
  with enough cold water to soak them. Grind the lentils in an electric
  blender adding just enough water to form a thick fine paste. Mix the
  ground lentil paste with the soaked rice flour till you get a thick
  batter. Add salt to taste and leave the batter in a warm place
  overnight to ferment.
  
  The next morning, mix the batter thoroughly again. Heat the griddle
  until it is hot. Pour a ladle of the batter onto the centre of the
  griddle and spread evenly in concentric circles until it reaches the
  edges of the griddle. Baste the dosai with ghee or oil and cook on a
  medium heat until it is a golden brown. Place filling of your choice
  (see recipe for masala potatoes) in the centre of the dosai and roll
  or fold as desired. Serve hot with fresh coconut chutney.

      Title: Potato_masala - An Accompaniment To Dosai,chapati   Etc.
 Categories: Indian, Vegan
      Yield: 4 Servings
 
      4 lg Potatoes (boiled)
      2 md Onions (chopped)
      1    Inch ginger, chopped
      4    Green chilies, in strips
      2 ts Channa dhal
           -salt & hing & mustard seeds
 
  (1)  Heat oil, fry channa dhal until golden brown.  Add dash of Hing
  and cracked mustard seeds.
  
  (2)  Saute  onions  and  green  chillies  until  golden brown.
  
  (3)  Throw in a few (4) cups of  water;  add  ginger, salt, let cook
  for a while til thickened but still slightly runny.
  
  (4)  Mash potatoes  and  dump into  above..and  viola! Masala!
