If I remember correctly, there was a Supreme Court case where it was 
decided that Credit Card companies could charge nation wide the maximum 
interest in whatever state they were based in coporately. South Dakota saw 
the advantage and jumped in and did away with limits on chargable interest 
on loans...to encourage the banks and credit card companies to establish 
corporate headquarters in South Dakota. Several companies did just that and 
then Delaware saw the light and copied South Dakota's law and enacted it 
and several banks and large Credit card companies moved there...and the 
race was on and we all lost.
