Rio Tinto is involved in the second mine: Diavik. They did the final
assessments, detailed environmental review, obtained permits and
built the plant ($1.2 B) for a 60% interest. A junior by the name of
Aber (now Harry Winston Diamonds) did the initial exploration and
preliminary diamond drilling and retain 40%.
  
De Beers got off to a slow start, bought out a junior called
Winspeare for a few million (the original shareholdwers still made a
bit of a profit) when it was still of doubtful value and developed
it into the Snap Lake mine with no partners. They also discovered
and developed the Victor in northern Ontario near Hudson Bay and
discovered but have not yet developed another one near us. As well
they are getting promising results at a site in northernmost
Saskatchewan.

I do NOT want to envision that!

There is very, very little upset. Diamond mining is much cleaner than
other forms of mining. The waste is merely gravel, sand and dirty
water, no toxic chemicals. They have huge settling ponds and the
discharge from there is pure. The dike cuts off one bay from a large
lake and the balance of the lake is still pristine. When the mine is
finished the dike will be breached and all will be the way it was
except for a big hole in the bottom of the bay. There were no prior
inhabitants living there on a permanent basis. And there are tens of
thousands of other lakes in the million square kilometers of
surrounding wilderness anyway.

Ray's first job was at BHP Ekati before construction started. He did
the water sampling that was part of the baseline study. He collected
water, counted trout eggs and measured algae concentrations etc. The
lakes outside of the diked off areas are as pure as they were before
things started. (Although there are elevated ammonia levels from all
the ammonium nitrate explosives used and the algae populations have
increased a bit as a result. No cause for alarm provided the algae
eating fish populations also go up, but it is being watched
carefully by the companies involved, the Federal and Territorial
governments, with the Community Advisory Board (which is where Ray's
ex-wife works) translating all the technical documents into layman's
English AND all the Native languages so that the information is
readily available to all.)
