It really is more difficult for military 
families. Or it used to be, most bases
now have a community affairs office 
that has lots of those "connections" 
and makes them known to the new 
troops when they arrive. But it's 
also more difficult for Military families
to homeschool (at least in leiu of 
regular classroom school) because 
every state has different rules
and requirements for it and 
different standards for the kids
to meet.
