My dad solved a similar silly code specification when he remodeled the kitchen
(and not before time) of a big old barn of a place he bought for cheap. When we
moved in the house had two circuits in the fuse box and cloth "insulated" wire
for lights run through the old gas pipes for the gas lights that had been
installed when the place was built. Rewiring was job one - w/200 amp serivce.
And I got to (oh, JOY!) help.

Anyway, when it came to doing the kitchen remodel (to keep my Mom happy) we got
new countertops, a double bottom sink w/garbage disposal, etc. Turned out the
garbage disposal was the saver for the silly regulation on location of outlets.
Pop installed the switch on the front of the base cabinet, recessed because of
the overhang of the counter-top. And he put the switch in a duplex outlet box
with a two outlet plug in fixture right next to it. That outlet was used very
seldom - but, it satisfied the electrical inspector.

      1    Bottle of spanish cava
           - (sparkling wine or
           - champagne
           Fresh orange juice
           Cointreau
           Ice cubes
 
  Put some ice cubes into a large jug and pour over lots of orange
  juice. Now add the bottle of cava. Once the fizz subsides, stir in a
  good dash of the cointreau and it's ready to serve.
