Which struck me weird enough to make me want to check out the story,
which is substantially as you describe (but this doesn't have too
much relevance to my description of customer reuse, as it relates
to more literal recycling).

has a precis of the bill:

 > by the product producer. The thieves in turn take the
 > stolen crates to the plastics recycler, where they may be
 > paid 80 cents to a dollar for each crate.

That's an amazing amount of dough for a pound or two of plastic.

This is more relevant to the original discussion.

The existing law puts some interesting restrictions on the
concept of "ownership."

MMMMM----- Recipe via Meal-Master (tm) v8.05

      Title: My Favorite Corn Casserole
 Categories: Side dish, Vegetable, Holiday
      Yield: 6 Servings

      2 lg Cans creamed corn
      1 pk Saltine crackers
      2 lg Eggs
           Milk
           Salt & pepper to taste
           Butter

  Put creamed corn into a large mixing bowl.  Crush the crackers with a
  rolling pin until well crushed but not powdery, and add to corn.  Beat
  eggs and add to corn mixture, mixing well.  Add just enough milk to
  make mixture into "dropping" consistency.  Add salt and pepper to
  taste.  Pour into casserole dish and bake for about 45 mins or until
  top is lightly browned and the mixture is set.

  This is an old family recipe passed down from my Great-grandmother, a
  German immigrant who traveled to Nebraska in a covered wagon.
