Ooooo!  That is very nasty stuff.  I thought it had been outlawed
until I saw that it was being used in the Middle East.

I think it is not very dense, and as formulated to cause maximum pain
when burning on skin, it is also sticky, so the birds could possibly
be affected by contact.  The lead shot, otoh, is far more dense, and
therefore likely to sink.

I used to do some Defence design and development work on projectiles,
and on occasions visited the military proofing range on the coast
north of Adelaide.  They used to fire shells at high tide, which
landed in the water relatively undamaged.  These were recovered by
Landrover at low tide.  At part tide, when the sea was ankle deep, we
went out with dab nets and buckets and caught blue crabs.  As the
public was banned from the area, the crabs were plentiful.

MMMMM----- Recipe via Meal-Master (tm) v8.05
 
      Title: STEAMED CRAB STUFFED WITH FRESH COCONUT
 Categories: Mains, Seafood, Filipino, Asia-se
      Yield: 6 servings
 
      6    Blue crabs
      2    Shallots; minced
      2    Garlic cloves; minced
      1 tb Peanut oil
      1 c  Coconut- fresh; grated
      1 tb H- basil; minced
      1    Chillies- jalapenos; slice
    1/2 ts Salt
      1    Limes; sliced
    1/2 c  GARLIC VINEGAR
 
  Using a steamer, or stockpot, steam the crabs for 5 minutes. Carefully
  remove the crabs. Lift the top shells & set aside. Clean out the
  gills.
  
  Saute the shallots & garlic in the oil till lightly browned. Add the
  freshly grated coconut, basil, chilli & salt & saute for 3 or 4
  minutes over medium heat.
  
  Stuff the crabs with the coconut mixture. Arrange the lime slices on
  top. Cover the crabs & coconut mixture with the crabs' top shells.
  Tie shut with string.
  
  Steam the blue crabs for 7 to 10 minutes. Serve with garlic vinegar.
  
  Large Dungeness crabs may be used in this recipe, but increase the
  cooking time to 12 to 15 minutes
