Taking away the at-grade crossings is a major part of it.. There's also
something about how the interstates intersect, for which there is some
major de/con-struction happening in Binghamton where I81 and Rt17/I86
cross paths...

Yeah... I've been watching the transformations of both Rt15/I99 and
Rt17/I86, as they are the major routes for visiting two of my sisters
and other family...  What you saw there may be how they are going to
unravel Rt 15 going down through South Williamsport... I was wondering
how that was going to happen... :)

It's in place of Rt 3, that I used to take from Baltimore to
Annapolis... it does save some time, I must admit... :)  Who knows if
someday it will be a more extensive route...  :)
