I got the following routed netmail from Thom LaCosta:

I'm writing to inform you that I am in the beginning stages
of creating a new publication that in centered on Fidonet.
 
The publication is named FIDOTIMES and will be delivered
via the File Distribtion system.  The target date is in
August of 2005, and the frequency will be a function of
the number and lenth of submissions received from Fidonet
members, users and observers.
 
More information will be announced in the next two weeks.
The purpose of this netmail is to not only inform you
of the publication, but request that you submit materials
for publication.  Articles may be submitted via netmail
to 1:261/1352 or initially to tlchost@tlchost.net
Please feel free to share this information with members
of your zone
 
Articles should be in text format, in English and be no
wider than 70 characters.

It's a free world and anybody can start a publication.
 
In this particuular case I do not think I will be carrying it nor do I  
encourage anyone else to carry it for more than one reason.
 
For starters Thom LaCosta in the past has proven himmself to be unreliable in
the service he attempted to provide via his echolist. It transpired after a
while that entries were stopped, deleted or manually altered and the list was
forever compromised. A person with the low moral standing that he has displayed
is not exactly the most trustworthy to run such an operation.
 
Second, there is already an electronic newsletter for Fidonet: FIDONEWS, it is
mentioned explicitly in Policy so there can hardly be a doubt about its status.
A publication such as FIDOTIMES serves no purpose other than widening the gap
between at least zones 1 and 2 again and is an obvious attempt at squishing
FIDONEWS and its editor Björn Felten. "Counterproductive" is a word which is
appropriate.
 
It's a free world and every person is free to do what he/she desires to do, but
I refuse to be a part of this foul game played by this individual.
