Oh come on, England has a Queen, yet she's about as useful as
giving Caviar to a Shark.....  Your just not going to satisfy the
shark, and the Queen alone make any laws, as Parliment won't allow
her to on her own....  Granted, in the case of a pure monarchy, such
as what sounds like Sweden has (or whoever your referring to above).
In that case, then the factor that prevents the King from making
stupid rules, like 100% of your income goes to taxes, etc. is the
following:

1> A King can not put 100% of his country into Jail, or else he
really doesn't have a "country", just a large prison/torchure
chamber......

2> A citizen of a country ran by a king usually can leave the
country if they disagree with the rules, and if not.... Then they
can allways kill theirself, in which case the king has no rule over
them....

3> Think about King Henry the VIII, or IV, or somewhere in there....
 If he really makes enough people mad, they'll just chop off his
head and pick a new king.....


So what you really have is some unfortiant idiot that must find a
way to keep a whole country happy enough to keep from getting his
HEAD CHOPPED OFF!  Yet, must also bring in enough money to keep his
castle alive, protect his country, have a healthy army.....   I
mean, the people would be happy with 0 taxes and "Donate to the
government at your own free will" policy, but.... The poor soldiers
defending the country tend to starve to death on that plan.....
