come on!  There is your answer!  Shannon had nothing to do with your being
blocked.  :-)  If it is so important for you to see our government sites, do a
search for open proxies.  Believe me, they are out there.

Perhaps you misunderstand.  If you are using a government computer you cannot
check sites like yahoo webmail.  The logic is that dumbass users are
downloading virii and spyware via their personal webmail.  At least being
forced to use their government account runs through a series of filters that
are configured to trap.  Such methods are not totally effective to stop someone
who knows basic countermeasures but the blocking was made to the average user
that downloads and runs every attachment that tells them to!  On networks I
run, I block everything by default (in and out), allowing only things that are
needed.  I would also force all users through proxies that can detect virus or
trojan content.
