Don't know about what the different laws in deifferent areas are, but something
interesting I'd like to point out is that outside of Z1 everybody claims EP1 to
be the governing document over echomail practices...

That's pretty interesting...

First, regarding my last post about the censoring or altering of language in an
echo, according to EP1 that would be forbidden, and considred excessively
annoying behavior actionable by a formal Pee4 complaint. Deleting a message is
only considered (my interpretation) -if- the message originating from a system
-could- cause some legal action to come against the SysOp of the originating
system.

I have only browsed through the document for the very first time in ages, but
that one section seemed clear enough to me... unless the possibility of legal
action due to the content of the message, the message cannot be touched lest
the SysOp be guilty of EAB.

So much for the SysOp moderating the conference... a very strict no-no
sufferable by a formal policy complaint (according to EP1)

Further observations on a quick browse also tell me that by EP1 the standard
before a feed request can be issued is for a minimum... MINIMUM... of three
attempts be made to resolve the sittuation... another interesting point indeed.

That means that if the SysOp of a system has a user who has violated rules, or
the SysOp himself is an offender, that the moderator must have made least 3
attempts to get the offending system to fall in line before a request for a
feed cut can be requested. There is where the SysOps responsibility for
traffic originating from the node starts... upon the attempted resolution by
the moderator after the offense has been commited... simply, the moderator
informs the SysOp of the offense, the SysOp attempts to get the user to stop...
the user doesn't... the moderator complains again... the action continues and a
third notice to the SysOp is issued. End of the line... one more abuse, THEN
the moderator can request the feed cut, and not before. If the problem has
stopped by that point, then all is well, and the SysOps responsibility has been
met.

Amazingly enough, those downgrading the way it has been done here forever fail
to notice that the proceedures for echomail user disputes is quite the same
according to their acknowledged source of authority.

Ain't that something?

Phil
