Yeah.  He said i wasnt a true American (grin).  I skipped the rest of his

Yes sometimes.  I think that one is spawned almost by 'computer needs'.  Navy
stuff for example when dealing with dates on people's transfer etc tends to be
just YY/MM (DD not relevant but may be added once you get close to the date). 
For example, I am slated to leave Japan 0708 (2007, AUG).  The day of the
month to be determined later.  The '/' more often omitted in military uses. 
If you didnt know though, you'd possibly think it was July 2008 or '8 July'
and ask which year.

Yeah.  Asian codes can be very non-western and far more harsh.  Singapore (one
of the most 'western' nations here) got abused because a kid (a western one,
probably American) did some grafitti or something and they canned him (hit him
with canes on the back til it bled) leaving scars which for there, is
appropriate for treating a hoodlum.  I forget his age but it was under 18 yet
old enough under their laws to be held accountable (parents probably also
charged monetary amounts to fix whatever was needed as well as any medical
care the kid needed afterwards).

Lesson learned, when you travel outside your area, be polite and know the laws.
If you do not know them and transgress them, you will be under *their* laws,
not the ones you come from.  BTW, the 'Menno Blom' thingie?  Same situation in
essense though the actions may be literally legal where he came from, once he
set foot in the USA he was in trouble.  In the USA is you cane a kid and leave
scars (or even not leave any), you'd be looking at jail time no matter what
they did, and *absultely no doubt that mere grafitti would result in that*.

Side note:  Asian kids tend to not be a problem.  Think about it.

Hope you do as there are permutations of it that I do not grasp yet. I added a
few other 'uses' for Gomen Nasai later that day's typoing <g>.
