No it didn't. It allowed sysops and only sysops to participate there.
The orginal 'charter' were the rules as published by the moderator and
they didn't give any indication that it 'belonged' to the sysops. It
actually belonged to the moderator and the sysops were the only people in
Fidonet to be allowed to participate there.  BBS users and points not
allowed, except in the case of a point being the sysop of the bossnode.

You'll notice  a lot of space being dedicated to restricting the
distribution of this  conference.    These restrictions exist in
order to keep the  echo specialized.  All SysOps can participate
in SYSOP (at least, as far as I know, that's true).   This echo,
FN_SYSOP, is for FidoNet SysOps only.

Basically, if you're a FidoNet SysOp, you can participate in the
echo and discuss anything you want and say anything you  want as
long  as  you  don't  cross the "excessively annoying" line.  If
you're not a FidoNet SysOp, then go look for another echo.

So, that being said and done, here are the rules:


1. This  Conference  is specifically for  communication  between
SysOps on systems which are part of FidoNet.  As such, it may be
made available to any person who is  the SysOp of a system which
is listed in the FidoNet nodelist.  Others need not apply.

   1a. A  Point may  participate  in  this  Conference  only  if
   operated by the SysOp  of  its bossnode, which must be listed
   in the FidoNet nodelist.

   1b. This Conference may  not  be  gated  outside  of  FidoNet
   without  specific  permission  from    both   the  Conference
   moderator and the Zone Echomail  Coordinator  of  the FidoNet
   Zone where the gating would take  place.  No such arrangement
   should be made if it could result  in  distribution  of  this
   Conference to persons who are not SysOps of systems listed in
   the FidoNet nodelist.

   1c. This is an ECHOMAIL Conference.  It may not be gated into
   any  alternate   technology  which  makes  it  impossible  or
   impractical to enforce the above restrictions.

2. The Moderator of  the  Conference  is elected once a year, on
October 12.  Should  a  Moderator need to step down for whatever
reason, a replacement may be  designated by the FidoNet Echomail
Coordinators if such vacancy occurs with  less  than  six months
left in the term of the Moderator.    If  more  than  six months
remain, an election will be held to replace the Moderator.

   2a. Should  the  Moderator leave FidoNet for whatever reason,
   the  position  shall  immediately  be declared vacant and the
   procedures  outlined  above  will  be  followed  to  fill the
   vacancy.

3. The Conference  shall  be  governed  by the rules of FidoNet.
The Moderator may remove systems from the Conference who are not
willing to observe those  rules  within  the  Conference.    The
definition of the FidoNet term "excessively annoying" is left to
the    discretion    of    the    Moderator   in    adjudicating
Conference-related complaints.

   3a. If a Conference participant  is  found to be "excessively
   annoying" by the Moderator, that  participant  may be removed
   from the Conference, or optionally the  Moderator  may file a
   complaint with the appropriate FidoNet Coordinators.

   3b. If  a  FidoNet  Zone  Echomail Coordinator  requests  the
   reinstatement of a SysOp into the Conference,  the  Moderator
   should poll the Conference participants, and if there  is  no
   significant  dissent (as determined by both the Moderator and
   the ZEC) within a two week period, the SysOp in  question may
   be reconnected to the Conference.

   3c. Deliberate  retransmittal of the  Conference  to  another
   system which is not run  by  a  FidoNet  SysOp  is considered
   grounds for immediate removal from the  Conference,  with  no
   right of appeal.

   3d. Under  no  circumstances  should  the  failure  of    the
   Moderator  to  remove  a  system  from  the  Conference    be
   interpreted  as  prima  facie evidence that no FidoNet Policy
   violation has occurred.  By the same token, removal of a node
   from the  Conference  should  not  be interpreted as evidence
   that a violation  HAS  occurred.    The Moderator's job is to
   keep the Conference on  track  and  not  to  get  involved in
   general enforcement of Policy.  The FidoNet Policy procedures
   are entirely separate from any proceeding in this Conference,
   and  except  for  removing  an excommunicated node  from  the
   Conference (because it's no longer a member of  FidoNet), the
   Moderator  should  generally  have  nothing  to do with those
   procedures.

4. This  Conference  is  the  collective property of all FidoNet
Sysops and not that of the Moderator.  Should the Moderator feel
it necessary to  make significant changes in distribution of the
Conference, such changes should  be done in COOPERATION with the
FidoNet Echomail Coordinators.  UNDER  NO  CIRCUMSTANCES  is the
Conference restriction to FidoNet Sysops to be removed.  This is
a specialized Conference and it is to STAY that way!

   4a. A  majority vote of all systems in  the  current  FidoNet
   nodelist may change this restriction.

5. Just  a  few  technical  issues:    no  funny  characters  or
so-called  "rotated text" are allowed in the Conference.   Also,
messages  entered  by  you must have either a valid Origin  line
which  includes  your FidoNet address, or your address should be
part of  the  "From"  field  in the message (ex:  David Dodell @
1:114/15).  It's  hard  to  avoid  public conflict when we don't
know how to reach you by direct netmail.

6. Well, enough rules.  Hopefully there's just enough to protect
us from excessive abuse while  not otherwise cramping our style.
This isn't a rule, just advice:    when reading or entering mail
here, try to remember that we're all  in  this together, and try
to avoid major attacks on your fellow FidoNet  Sysops.    People
pay good money to move this conference around.  A few people pay
an awful lot of money to move it overseas.   Try  not  to  waste
anyone's time or money with your posts.
