It's all rather silly, given the Fourteenth Amendment, which clearly
states "All persons born...in the United States...are citizens of the
United States".  Unless mommy decides to give baby up for adoption,
baby continues to live with mommy.  And presumably daddy, if daddy
can be found.  When mommy and daddy are put on bus or plane back to
Mexico, baby is also on board.  And no passport required, even though
baby is an American citizen.
