Offutt was that way, too.  And presumably it still is.  But the powers higher
up tell them how they're going to run their operation, and if there isn't any
money for it the program gets shut down.  Like the base education center, which
had classrooms and facilities for numerous local and distant college programs;
at 
one time the place was a beehive of activity, today it's more like a morgue,
with
the various colleges' offices and classes being closed out.  Remember I've been
here since 1972 and have seen a LOT of changes.  Since 2000, though, it seems
to be going rapidly downhill.

can do that.  Did do that ...

Not around here.  The civilian prices are comparable to the commissary - and
when the commissary is lower it still isn't worth the 35 mile + a toll bridge
trip to get it.

A factoid that would seem to indicate a problem in recruiting and/or
retention.
