  No such echo in the Elist, but Z1_ROUTING is listed with a person in
  the moderator slot, and contact information is given.

   That is a question you would need to direct to the Elist keeper, but
   my suspicion is that because each and every Zone 1 REC who exists has
   clearly defined contact information in the nodelist -- but the people
   who might have been considered as "Editors Emeriti" of Fidonews do
   not have contact information anyplace, and some no longer exist.  AND
   they did not consider themselves to be moderators of the echo, they
   had all passed that task on to someone else.

   No.   And no one who is not a mind reader can say that it was based
   solely on personal reasons.  Nevertheless, there was a perfectly
   reasonable alternative proposed to Björn at the time.  That
   alternative is one that I use in the echo I help moderate, and he
   could have easily done the same.
