I did find a reference to a Fidonews publication, 4-10 I think it was
... where it mentioned that the first echo listing began. In the first
echolisting announcement in that issue, *ECs were mentioned. Fidonews
4-10 pre-dates EC1 by two years.

And you should have seen the reference to my research by now.

My mistake ... I had read EP1 with JS's name attached, but this one
seems to preceed that one.

GENERAL ECHOMAIL POLICY 1
     February 1, 1989

This Policy applies to Zone One Backbone Echomail conferences and
to any other conferences for which the Moderator desires it to be
applicable.    Future changes to Echo Policy may be proposed only
by a  simple majority vote of the Regional Echomail Coordinators.
Those eligible to vote on any proposals made by the REC structure
will be  the ZEC, RECs, NECs, NCs, RCs and IC.  Only one vote per
person is  allowed.   Adoption of  changes will  require a simple
majority of those voting to pass.

:) When I first joined Fidonet, I routed a netmail through his system to
someone in R19. He allowed it to go thorugh, but netmailed me that I
wasn't supposed to route it this way. At the time, I was getting my
echomail from his competition and routing was supposed to be done via
ERN or the NC.
