Uh, yes.

Probably.  In every polling precinct I've been in over the past 40+ years there
have been representatives from both major parties present all day.  The ballots
are
marked by the voter in a private booth, placed in a metal box that has one end
open,
and then slid from that box into a locked metal box under the eyes of the local
election
supervisors.  After the polls close that locked metal box is opened and the
ballots
are scanned and the votes are tallied, again under the eyes of the election
supervisor
*and* designated representatives from both major parties.

Note that in the 2004 election my precinct gave me the option of using the
mark/sense
paper ballot or a brand spanking new Diebold electronic voting machine that
leaves no
paper trail.  I chose the paper ballot and told the workers at the precinct
precisely
*why* I was doing so.

If one is going to fix the count, one must be sure that *everybody* involved in
the
counting is in on the project, otherwise *somebody* is going to blow the
whistle.

And note that it was Joe Stalin who noted "It's not who votes that counts, it's
who
counts the votes."
