Kentucky is not exactly "west".

That's what Charlton Heston and his boys would like you to believe.

Svalbard (Spitsbergen) is not Norway. It has an international status and is put
under Norway's stewardship which presently means they operate the airport as
well as SAR-services (search and rescue), telephone links are Telenor's but the
place is tax-free because it is not an established country.
 
When you take the plane from Longyearbyen to Tromso (Norway), you must pass
customs and immigration there.
 
The coastal waters of Svalbard are very rich in fish and anybody with a big
enough boat can come there and fish. You will not be stopped by the Norwegian
coast guard which certainly would happen when you fish in Norwegian coastal
waters.

You cannot go polar bear hunting because such licences are never issued, these
animals are on an "endangered" list.
 
But what you must do when you encounter one is to first shoot him in the
shoulder in order to break that joint and cripple the animal. When that has
been done and he is immobilised you must finish him with one or two shots from
up close, but not too close, in the head.
 
As you correctly mention, pumping such a bullit in a Polar Bear's body will
likely have little result. These are extremely special animals.

There are no Park Rangers in National Forrests.
