You don't know that he did...perhaps it was the other way around.

Since he wasn't arrested in Sveden, they didn't lay a hand on him until he
commited a crime, here.

Which is why the Svedish police didn't arrest him.

You don't know that to be true. Had that Svede not asked the cop for sex
with a 14yo and not traveled to the US to engage in it, he would still be
a free man in Sveden.
