By the time of Pearl Harbor, the US Navy had been escorting convoys of war
materials to Britain for over a year.  First the escort was to what was called
the 'chop line,' where the Royal Navy took over, and later all the way to
British
ports.  US escorts would locate and track German submarines, and radio the 
submarine's location to the Brits so the Brits could find it and sink it.  A
US destroyer on that duty was sunk by a German submarine in September of
1941 IIRC.

H.L. Mencken labelled FDR 'Roosevelt minor' in the 1930s.  It stuck.  My
descriptions are correct.

Look up the various 'Neutrality Acts' of the late 1930s and 1940.  The US
military
was specifically forbidden from engaging in hostilities, yet Roosevelt minor
had
the Navy involved long before Pearl Harbor.
