It is not how much healthcare and education costs, but rather
how accessible that healthcare and education is.  Along with the
quality of that healthcare and education.  America might have
the best quality healthcare in the world, but since it is not
accessible for all, most Europeans are healthier.  Even though
the quality of healthcare in Europe might not be as good as
in America, given it is more accessible in Europe.

Some Cubans became fabulously wealthy as a result of American
rule.  Most Cubans today are dirt poor, and have little hope of
becoming wealthy.

Cubans have no problem buying 1950s vintage cars.  Which may
or may not run.  Cubans have no problem buying black and white
televisions, and some color televisions.  Not so easy getting
cable or dish tv, but local propaganda channels are available.
Cubans have no problem buying old computers, as long as those
computers cannot be connected to the outside world.

Why does the Cuban regime make it so difficult for the average
Cuban to buy computers?  Blaming it on America is an excuse, not
a reason.  The Cuban people are not allowed to have a free market
system.  The Cuban economy is a regulated economy, intended to
keep the Communists in power.  It is an economy designed by the
Communists, and run by the Communists.  Naturally for the benefit
of the Communists.  Namely Fidel and Raul.

It is a US military installation located on Cuban soil.

Americans run the military installation, not Cubans.
President Obama intends to close the detention center
located at the military installation.  Not to end the
lease.
