    I would tend to agree. If people, LEA's, governments try and negotiate

    Needless deaths are never wanted. How often when a negotiation is made
or a ransom is payed are the hostages or kidnap victims safely released?
Once the demands are met any victims are excess baggage to be eliminated.

    I don't see a rescue as a bad thing. How would it be that differant
from the victims rescuing themselves?
