"Nice" story. All I can do is shake my head.

However, be glad you don't live in Germany, where there are also dog taxes (but
no taxes on cats or other pets), and they range upwards of $50 a year - highly
upward, depending on your municipality - and for which you get... well, nothing
except a dog tag and the assurance that your pet won't be taken away by the dog
catcher. And of course it avoids being fined for keeping an unregistered dog.

Oh, and certain breeds are considred "attack dogs" here and are either highly
taxed or prohibited altogether - that's regardless of their individual training
and behavior.

So as galling as the situation is to you, be comforted that there are worse
situations.

... which, I would have thought, was one of the main reasons for a humane
society: keeping facilities for unwanted animals and striving for their
"adoption".
