That's why the feds invented the CDL (Commercial Drivers' License).  Many if
not most long haul truckers had several different licenses from several
different
states.  Of course, under the 'interstate commerce clause' this is one of the 
things that the feds are allowed to do because nearly all long haul truckers
are
involved in interstate commerce.  Note that many if not most states require
that drivers in *intrastate* commerce also have a federal CDL.

No Constitutional authority for such a law.  I agree that something should be
done about 'deadbeat dats' (and moms).  After a divorce decree, many former
spouses leave the state and then decide that since they don't live there any 
more they don't have to comply with the terms of the divorce decree.  States
could (and should) get together and develop common policies in this area.

Perhaps have the state pay the cost of repairs and then sue the uninsured (or
under-insured) driver for that cost (and any administrative costs incurred). 
If
that driver refuses to pay, then the state issues an arrest warrant and the
legal
system takes over.
