You don't see the word "All" there, nor do you see the word "Some".  Not
needed since it prohibits the characters with codes 128 to 255.  You are
making up your own belief system.

Bull hocky.  Read the entire document.  The very next section 2.1.9
defines an acceptable exception to section 2.1.8.  Unlike you, I'm not
making up words that are not there, nor ignoring words that I don't
like.  Like it or not, PVT systems are allowed and do exist for a
variety of reasons.
