Nutria destroy the marsh here, eating all the grasses and leaving
nothing behind.  Except open water.  It used to be that trappers
could make a good living by selling the pelts, but the price of
nutria pelts has plummetted to the point where it is no longer
profitable.  So the nutria population ran wild, with trappers no
longer interested in trapping nutria.  So the state had to do
something to bring the nutria population under control.  At first,
the state offered trappers $3 for every nutria pelt.  But that
program caused a real stink, as trappers skinned the nutria in
the marsh, collecting the pelts but leaving the carcasses in
the swamps, many of them by the roadside.  So the state then
made a change, saying the trappers had to turn in both the pelts
and the carcasses.  But skinning the nutria was too much trouble
for what it was worth, especially at only $3 per nutria.  So
the state had to go back to the drawing board.  What to do?
What to do?  Aha!  Solution!  Offer $3 per tail!  Just the
tail!  Along with the carcass, which the state would dispose
of!  What a great deal!  Trappers refused, saying it was too
much work, as trapping takes a lot of time.  Egads!  What
was the state to do?  Let the nutria population run wild
everywhere?  Aha!  Solution!  Trappers would no longer have
to trap nutria to collect the tails.  Trappers could simply
shoot them.  With a gun.  Far easier, and cheaper, to collect
nutria tails that way.  Trappers, knowing a good thing when
they see it, refused, saying the price was too low.  The
state then raised the bounty to $5 per tail.  And did away
with the need for a trapping license.  Anybody could now
collect $5 per nutria tail.  Not just trappers.  No license
necessary.  A truly recession-proof business, as no matter
how many nutria are killed, the nutria population continues
to grow.

As a public service, in Kenner, a suburb of New Orleans, sheriff's
deputies go on "nutria patrol", armed with .22 rifles, driving along
the roadway and shooting nutria along the canals. Truly a sight to
behold.  Not sure if the deputies keep the carcasses in order to
have a barbeque.  But nutria is good eating.
