Not at all.  P4 doesn't mean squat.  After all, P4 is nothing
but whatever a ZC wants to make it out to be.

Nobody is obliged to abide by policy.  Not me.  Not you.  Not
anybody else.  After all, the ZC is the policy.  Not P4 or any
other policy document.

Only the ZC can use policy, as it is the ZC who establishes policy.
I can use that policy (for better or for worse) if I so desire.  But
I am under absolutely no obligation to do so.  Nor is anybody else.
