That is the nature of telnet systems.

That is how it is, Fidonet wide. It has nothing to do with what the ZC
says it must be, it is a common practice that is documented by the FTSC.

FTSC's FTS-5000 (FTS = Fidonet Technical Standard) document states:

  Pvt --
       Defines a private node with unlisted number.  Private nodes
       are only allowed as members of local networks.

If you were listed as a Regional Independent Node:

  Hold --
      Defines a node which is temporarily down,or is a region/zone
      independent node which is reachable via IP only. Mail may be
      sent to it and is held by its host or coordinator.

At one time I was listed as the latter. (when the documents speak of mail,
they mean netmail)

If your system has a telephone number listed, then it can be reached via
POTS, but it may also be reached in several other ways, which can be
included in your listing by using certains flags. However, a POTS only
node would have an awful time connecting to an IP-Only node and vice
versa.

Even if Z1C died and went to heaven today, Z1 nodelistings would remain
the same as it is now and remain so for the foreseeable future.
